welcome who we are what we can do what we are doing what you can do our documents how are we doing whats on in the parish sawmills development site submissions parish question time check out our whats on in the parish page to learn about events, run by village organisations and clubs in the next 90 days. welcome to the chilham parish council website. we hope you will learn something useful about what we are doing to improve the quality of life in our parish. we recognise that many people in the parish dont understand what the parish council can and cannot do, so this website and the quarterly newsletters printed in the parish news is our attempt to keep you better informed about what your parish council is doing on your behalf.. we welcome feedback, good or bad, so please use the form on the how are we doing page to let us have your views on the website or, for that matter, any issue that you think the parish council should be dealing with. if you would like to receive emails that the parish council considers would be of interest with regard to life in the parish you can use the feedback form on the how are we doing page to let us know your email address. unaudited annual return available for inspection the unaudited annual return for 2017/18 is published on this website to meet statutory requirements and can be viewed by clicking here . parish question time 2018 analysis now available this year we had a response rate of over 10% which is considered good for this type of survey. more detail, including an analysis of the returns can be found on our parish question time 2018 page. in march, the parish council had invited its parishioners to participate in its annual local consultation. in order to increase the response rate from last year, this year's questionnaire was limited to 10 simple questions about life in the parish and an online version was provided as well. the responses will directly influence the parish council's new conservation area management plan (camp), which we have commissioned in order to strengthen our role in the planning process. we know that planning and development are of strong interest and concern to local people, so it was important that as many residents engaged in this process as possible. the parish council is very pleased with the increased return this year. annual parish meeting - 730pm in chilham village hall on 19th april the parish council invited parishioners to the annual parish meeting in chilham village hall. representatives from all village organisations were invited to attend and take the opportunity to let the rest of the parish know what they are doing. an important item of the agenda was the preliminary findings from the parish question time community engagement. there were drinks and nibbles provided after the meeting. parish council sets precept for 2018/19 at its january meeting, chilham parish council (cpc) approved a budget and precept proposal. the proposal was based upon a three year budget forecast for the period april 2018 to march 2021. this forecast includes the mandate from the parish question time engagement for the precept to be increased in order to spend:- 1) 7500 updating the parish design statement 2) 1000 supporting a summer event in the parish (ie chilham chase and chill) 3) 500 using social media 4) 500 improving its website for 2018/19,this shows an annual precept for 2018/19 of 36883. an increase of 10,385 compared with 2017/18 explained by the extra expenditure of 9500 resulting from parish question time engagement, inflation provision of 795 and reduction in council tax support grant of 90. with the tax base for the parish of chilham increasing from 746.22 to 753.00, the effect on the band d precept charge is an increase of 13.47 from 35.51 to 48.98. certified annual return available for inspection the annual return for 2016/17 has been audited by the external auditor and is published on this website to meet statutory requirements. the notice of conclusion of audit can be viewed by clicking here . the certified annual return can be viewed by clicking here . extraordinary meeting held on 27th august to consider main changes to ashord local plan ashford borough council published its draft local plan to 2030 in june 2016 and there is now a public consultation on main changes to local plan 2030 from 7th july until 31st august. the parish council intends to engage comprehensively in this public consultation. the main changes include one new site listed for development in the parish of chilham described below. policy s56 - chilham, branch road: land at branch road is proposed for residential development for up to 10 dwellings. development proposals for this site shall: 1) provide a car park of a minimum of 5 additional spaces for the use of the gp surgery; 2) be designed and laid out in such a way as to protect and conserve the character and setting of the village conservation area and the residential amenity of neighbouring dwellings, particularly listed buildings, whilst also taking into account the guidance in the chilham village design statement; 3) provide primary vehicle access to the residential area on branch road, as shown on the policies map and retain the current access for the gp surgery and associated parking; 4) include the provision footpaths and/or traffic calming measures in branch road, in accordance with the recommendations of kent highways; 5) retain and enhance the hedge and tree boundaries within and around the site, and make enhancements to the southern boundary ensuring the setting of the aonb is preserved and the development is well screened from the wider area; 6) provide a connection to the nearest point of adequate capacity in the sewerage network, in collaboration with the service provider. the parish council held an extraordinary meeting at 7pm on thursday 27th july in chilham village hall to consider how it should respond on behalf of its parishioners to the ashford borough council public consultation on the main changes to the ashford local plan to 2030. parishioners were encouraged to attend and participate in an open forum prior to the meeting and express their views. 26 parishioners attended the comments made in the open forum were then taken into account in the meeting that followed as council discussed how it should respond to the consultation. the parish council's formal response will be considered at the next monthly council meeting on 3rd august. parish council sets precept for 2017/18 at its december meeting, chilham parish council (cpc) approved a budget and precept proposal from its resources committee. the committee had proposed a three year budget forecast for the period april 2017 to march 2020. each year assumed at least a break-even policy in a climate of continuing austerity programmes imposed by central government and their influence on parishioners and local authorities. the proposal was consistent with the following cpc decisions:- a) precept increase should be limited to inflation increase of 1% and lost grant revenue in respect of council tax support b) cpc should provide funding to meet the cost of maintaining those services for which it has specific responsibility and at current levels c) current levels of support for wholly voluntary services should continue as previously d) funding for trading entities, even where they are provided through voluntary labour should be limited to affordable levels consistent with grant income received for 2017/18, this means an annual precept of 26,498. an increase of 114 compared with 2016/17 as a result of an inflation provision of 264 offset by an increase in council tax support grant of 150. with the tax base for the parish of chilham increasing from 740.50 to 746.22, the effect on the band d precept charge is a reduction of 0.12 from 35.63 to 35.51. strategic plan and consultation report distributed to households in the parish the strategic plan and consultation report resulting from the parish
